All Environmentally Sensitive Areas (ESAs) are prohibited to snowmobiles and ATVs year-round, as per Whitehorse bylaws:
Environmentally Sensitive Areas are easy to recognize: most treeless areas are sensitive, especially on south-facing slopes, as well as riparian areas. ESAs are prohibited to snowmobiles and ATVs, whether covered by snow or not. To minimize your impact, keep your snowmobile and ATV on designated motorized trails.
In particular, the Pee Wee Hill and areas surrounding Hidden Lakes (south of Riverdale) are Environmentally Sensitive Areas prohibited to snowmobiles. Below is a photo of the Pee Wee Hill area. Sadly, snowmobile tracks are visible across fragile vegetation and low snow areas. Vegetation holds the soil in place with its roots, so damaging vegetation increases erosion and has other negative effects.
